Ruth Alderman Schlossberg
Ruth Alderman Schlossberg is Of Counsel to the firm of Zukowski, Rogers, Flood & McArdle representing local governments and serving as the City Attorney for the City of Woodstock, IL. In addition to her work on Open Meetings Act and Freedom of Information Act compliance, she offers guidance to both home rule and non-home rule clients on matters such as governance, contracts, sales tax issues, economic incentives, zoning and development regulations, regulatory compliance, intergovernmental agreements, and bulk electric power procurement. Additionally, Ruth collaborates with private sector clients on land use, development, and business transactions. Ruth worked closely with Woodstock and a private investor team to complete the city’s innovative historic tax credit transaction to renovate the City’s historic courthouse.
Ruth is active in efforts to improve education and policy for Illinois local governments. She speaks regularly on municipal law topics, is co-author of the popular IML publication Handbook for Newly Elected Officials: A Practical Guide to Local Government (now in its 5th edition), has co-authored the IICLE Municipal Law Series chapter on Intergovernmental Agreements, and has served on the faculty of IICLE’s popular annual Local Government Law seminar. Ruth has been appointed to the Illinois State Bar Association Standing Committee on Legislation since 2016. Previously, she served on the bar’s Local Government Law Section Council for four years. Ruth also sits on the Illinois Municipal League’s Governance Policy and Home Rule Attorneys Committees.
